She suggests that they are central to the holistic delivery of the Every Child Matters agenda, whilst coping with the demands of challenging rapid development.
Policy and practice issues faced by centres include the tension between delivering universal and targeted services, striking a balance within the range of services for children and parents offered, and achieving effective teamwork in centres whilst at the same time enabling them to have strong, open links with their local communities.
